I am looking into building a vendor based ecommerce site on a very tight budget. I have received offers from some companies like BRsofttech.com which makes "readymade" websites and outsource2india.com which is a more traditional outsourcing firm but a lot of their work seems second rate (I'm not really surprised). What is the best vendor based website creator for people working on a really really small budget? Or is there a better way to go about creating such a site? I know this is a really specific question but any advice would be great. Thanks!
If you are operating on a small budget the best way is to find the workers yourself. Any company or agency will have slightly higher rates. In return you usually get more reliability. Its a trade off. I am an outsourcing expert, feel free to reach out to me if needed.

Small budgets are always a challenge if you want to hire a firm to do the project. Maybe hiring a freelancer or small firm through Upwork can help? There are small firms operating at low rates there. You could also check out ekipa.co, where we have vetted teams from all over the world (but most operating in the mid market, not small budgets).
