That doesn't involve paying Google or Facebook.
1. Organic traffic (lots of quality content + links to your websites - preferably on the right keywords).
2. Partnerships/affiliate programs - you partner with other service providers that offer services that complete yours: they send traffic your way and you send traffic their way.
Affiliate programs: you pay for traffic/leads/actions. Lots such programs exist.
3. 'Out of the box' - games, competitions, crazy PR/marketing stunts to get attention for free (lots of good examples online).

In times of Covid, travel customer acquisition is going to be tough. Not sure if your business serves businesses or consumers or both.
An alternate business model has to be explored. One idea is, like everything going virtual, can travel also go virtual. This is virtual and augmented reality stuff. The other is to offer some other product to the current base of customers and try additional revenue streams, than go after new ones.
Timeframe of recovery for travel is uncertain. So preserve cash and reduce costs, and tide over to recovery.
One option also may be to explore a 'Covid-safe' travel...ensuring social distancing, sanitised travel, venues, and locales.
This is a tough time for such a business.

I recommend to look to content-marketing. You can run you blog with tips and reviews of interesting places. You can post you guest post in famous travel blogs. You can run contest between instagram or facebook celebrities. All you need to find your target audience.

A travel business needs properly thought out plans if one wants to recouoall the money, energy and expectations one has or will invest in it. Getting stranded and bereft of ideas are common place in this sort of business if one fails to do is paper work properly. Call me I will tell you more.

Your site should ooze social proof. Put it on your home page, your landing pages, your account signups, and you thank you pages. If you have a blank spot on your site and you are not sure what to do with it, use some social proof. Just by including social proof in your site, you will encourage people to become a customer and you will reassure them at each step of the process. Good ol’ testimonials, the most popular type of social proof. You can overcome that skepticism by getting quotes from past customers. Use logos of products and services that you or your product work with. So, if your product integrates with Gmail, Outlook, and Yahoo Mail, put those logos on your site.
